Depends what you mean by "power". Anyone can define their own destiny, do what they want, think what they wanna think. Gov't and the media can give you their own version of events, shade truths etc, but it is in your own "power" to disbelive them - thus you have power. You can manifest this power in many ways, such as terrorism, counterculture, believing what they say etc. However, I believe the definition you are using means the power to be recognised and to actually change the society you live in. In this case, you still do - one example of this (widely used) is the non-voting sense. Yes, people have power, and the more that believe in the same thing, the more power you have (trade unions etc). However, just because you are one person does not mean you are powerless. Look at Gandhi.
