In having power, one tends to want to flaunt and use it if only for the sake of knowing that they have it.Similarly,in having power of any kind,(not to say that the writer speaking here has anything even amiably close to the pigs/communistic dictators described in this book),Still, I would imagine that, if given the oppertunity that these charactors had, that one would want to exercise that power.Corruption would be a natural tendency stemming from that impulse to exercise your power.
