I suppose, technically, it is quite possible. One can keep constant track of nearly anyone on the planet should you have the desire to.
I just don't see this kind of totalitarianism being instated without people fighting against it (a lot more than good ol' Winston). If this kind of control were to be brought in it will have to be a lot more insidious.
