It was a clever way to comment on human society by comparing it to the society of animals. If Darwins theory is correct only the 'fittest will survive', and at the present it is the human race who have the control over animals. In the communist state a leader will always emerge to take power and control, and in Animal Farm the very statement that bred eqality at the beginning of the story (all animals are equal) is eventually twisted to suit the pigs and their new inequality.
Power is an essential part of human nature and no matter whether we reign over the animal kindgom or ourselves we will always have a hierarchy of some form or shape. I think Orwell saw this as an essential fault of life, one which he saw no answer to.
