Well Snowball is the leader of the event right.
He is the one who organized the fight and set out the traps mainly. He earns the medal due to the fact he put his life on the line when he tried to attack the humans and got skimmed on the back with a bullet. Without him they might not have won the battle, but Napolean makes it seem otherwise when he the other animals are told that Snowball and Jones had it all planned out and that they were on the same team.
