i'm not quite sure about that particular quote, however it does sound like something orwell would say. if you'd look in his essay Notes on Nationalism, you'll find a similar quote near the end. he's basically listing facts that a nationalist of that particular kind would not listen to, even if the fact is common sense. for example, he says that a pacifist nationalist simply would refute and ignore the phrase "Those who abjure violence can only do so because others are commiting violence on their behalf." it basically says the same thing which you were trying to verify.
