The term "anarchist government" when taken literally does negate itself and is indeed highly oxymoronic. However, its usage can perhaps be justified. When one looks at the history of all "anarchist" movements it is important to see what they lead to.
The term "government" means itself the exercise of authority; the philosophy of anarchism is the flagrant disregard of authority, being replaced with cooperation amongst groups (or an agglomeration of individuals). Cooperation works, but the absolutely free conditions in which indepandantly oriented groups operate is highly unlikely, and such would mean possibly the group's disregard for its own beleifs. Such would be Catholics agreeing with Protestants over the issues of the conduct of church.
As to your issue on public opinion, it is the opinion of the public, if that is put simply enough. As an annotation, a ship can fly, as an aircraft can float. It just depends on how you design your craft.
