One would think that one had some idea of what one wanted to attain and that power would be a means to that end: Example, I want a hole in my yard, so I buy a shovel.

But suppose it is found that whatever alleged "want" I give, the answer is in getting a shovel. One might suppose that I enjoyed fooling with shovels primarily. The hole was a means to the shovel then.

One might say that one wanted to have power as a means to accomplish something, like feeding the poor. If I had only were president and had the power, I would see that everyone got lamb chops and mashed potatoes every day.

On the other hand, it might be true that I really did not care for the poor at all, but that I really enjoyed bossing people around, giving farmers and merchants orders, etc. Then the "poor's need of food" would just be a way of my obtaining power. This process may be behind many liberal politicians actions.
